Eugene H. Walter has served as budget director for Henrico County.
Henrico County's budget director, Eugene H. Walter, will take over as the new director of the Department of Finance on May 1, County Manager Virgil R. Hazelett announced this morning.
Walter succeeds John A. Vithoulkas, who was promoted in December to deputy county manager for administration. Vithoulkas has continued to serve as director of Finance.
A Henrico employee since 1997, Walter worked as a budget analyst and supervisor before becoming budget director in 2008, the county said in a news release.
Under Henrico?s county manager form of government, the finance director performs duties typically performed by the constitutionally elected treasurer and commissioner of revenue. Finance includes five divisions: accounting, the office of budget and management, revenue, treasury and real estate.
